The Blue Ribbon Analytical and Advisory Centre was opened in July 2005 by the United Nations Development Program. The first and the second Blue Ribbon Commission (BRC) Reports, as well as the Government Action Plan ‘Towards the People’ and the EU-Ukraine Action Plan are used as a platform to mobilize wide range of national and international partners in supporting market-oriented reforms and human development in Ukraine.

Most recently, the Centre has grown into a joint EU-UNDP project.

WHAT IS OUR GOAL?

The main aim of the Centre is to support the next generation of social and economic transformations in Ukraine by:

- assistance in policy formulation and implementation through high-quality analytical and advisory services;
- capacity building;
- expanding public policy dialogue.

The activity of the Centre focuses not only on what to do, but primarily on how the required reforms are to be implemented.

WHAT IS THE STRUCTURE OF THE CENTRE?

The Centre is composed of five task forces:
- Macroeconomic Policies
- International Integration
- Regulatory Policy and Private Sector Development
- Monetary and Fiscal Policy
- Agricultural Policy

WHAT ARE OUR PRINCIPLES?

The Centre is dedicated to the principles of a free and democratic market economy. It combines in-house expertise with that of leading national and international experts, and think-tanks. By working with government officials, the Centre strengthens the national capacity in policy formulation and implementation. The Centre coordinates its activities with other donor organizations to ensure efficient use of resources. The Centre facilitates the emergence of public-private partnerships in the development of key policy measures, thereby providing a voice for civil society in the decision-making process.
