WHAT IS THE SITUATION?

The governance system of Ukraine is still undergoing transition toward developing an open, transparent, participatory and accountable system. The inadequate quality of state policies and the lack of interaction between state institutions and the civil society organizations, as well as directly with citizens, in the formulation and implementation of economic and social policies have prevented progress in the improvement of the effective governance mechanisms, as well as the improvement in the general conditions of life in Ukraine.

WHAT IS OUR MISSION?

Within this context the UNDP Integrity in Action: Governance Programme is working to promote greater public policy dialogue and interaction of citizens and civil society organizations at all levels of society with government institutions.
This Programme is part of UNDP holistic governance approach that envisages focus on two parts of the policy process: policy formulation at central level and policy implementation at the local level. Of the two corresponding components, the policy component is related to the reform of policy processes by addressing the build up of a transparent and inclusive decision-making (top-down approach), whereas the regional component is aimed at implementing accountability and human rights policies, as well as participatory governance schemes at the local level in Ukraine and providing appropriate feedback for policy making from the regions to the central level (bottom–up approach).

HOW ARE WE DOING THIS?

At the central level Programme strategy is focused on creating a favourable enabling environment in order to encourage the national government to enact and implement an effective decentralization initiative and participatory methods in the policy process as well as to increase the financial accountability and level of human rights protection and promotion. At the regional level the focus is to promote and assist governmental institutions in selected regions of Ukraine in developing democratic local governance. The objective is to strengthen local government and community efforts to create local government that operates in a more responsive, accountable, participatory, and increasingly effective - more democratic – manner.

HOW WILL UKRAINE BENEFIT?

A programme that would address issues in an integrated manner will have the potential to make a significant contribution to the development of a democratic accountability system, which in turn makes for a more effective governance system that will operate in the best interests of the general population of Ukraine.
