Country Programme Management and Operations

The United Nations Development Programme (UNDP) is committed to making information about its programmes and operations available to the public.
UNDP considers public access to information a key component of effective participation of all stakeholders, including the public, in the human development process. UNDP recognizes that there is a positive correlation between a high level of transparency through information sharing and public participation in UNDP-supported development activities.

Legal Authority

UNDP presence was officially requested by the Government of Ukraine in 1993, and the Standard Basic Framework Agreement, outlines the terms of the partnership, project and programme execution, and the services and assistance that UNDP can provide. The Agreement serves as a legal document for UNDP presence in the country, and was signed by the Minister of Foreign Affairs and UNDP Resident Representative on 18 June 1993.

Country Programme Document: Ukraine

The country programme (2006-2010) for Ukraine is based on extensive consultations with the Government, United Nations agencies, academic and research groups, civil society organizations, businesses and the international donor and development community. It builds on the common country assessment (2005), the United Nations development assistance framework (UNDAF) of 2005 and the findings of the assessment of development results (2004). It incorporates knowledge gained through a wide range of national and international development programmes.

Second extention of the Country Cooperation Framework for Ukraine, April, 2001

The first CCF addressed the difficulties that Ukraine encountered in the recent period, marked by three major transitions: (a)the establishment of a law-governed state; (b) the development of civil society; and (c) economic change based on market principles. The CCF outlined a wide range of programme interventions aimed at mitigating the negative impact of the transition and at strengthening of the capacity of the Government and civil society.

Executive Board of UNDP/UNFPA visit to Ukraine Report
